Is there a feature on the quizzes that if a student doesn’t pass with a proficient score, is there a way that they can retake the quiz until they are proficient without the teacher having to reopen it all of the time?

No, not at present. Retakes are controlled manually by the teacher (LF) in the control panel. 

You may consider putting several instances of the quiz in a Voice and Choice and set it so that the student need only pass 1 of the quizzes. That would not preclude them from trying a few times if they need to. Then all attempts would be recorded as well instead of being erased as happens when a student does a retake.
