I ned help figuring out what the Learning EXCELerator is and how to best utilize it.

I'm having trouble finding resources. it's mentioned in the "Instruction: Playlists, Activities, Quizzes, Grouping, Collaborating" article of the handbook and I can't find it explained anywhere I've looked so far. (screenshot below for reference)
